Understand where concealed carry is legally permitted in New Jersey — and where it is prohibited. This guide outlines restricted locations, sensitive places, and important considerations for permit holders.

General Rule for Permit Holders

A valid New Jersey Permit to Carry allows you to carry a handgun statewide — except in locations specifically prohibited by law. These restricted areas are commonly referred to as “sensitive places.”

Legal Foundation for Carry Restrictions

  • N.J.S.A. 2C:58-4 – Permit to Carry a Handgun
  • N.J.S.A. 2C:58-4.6 – Sensitive Places
  • N.J.S.A. 2C:39-5 – Unlawful Possession
  • N.J.S.A. 2C:39-6 – Exemptions
  • N.J.S.A. 2C:39-6g – Transportation of Firearms

Statutorily Defined “Sensitive Places”

This list summarizes commonly referenced statutory locations and may not include every restriction defined under current law.
Under current New Jersey law, permit holders are prohibited from carrying in the following locations:

  • Schools, school grounds, and school buses
  • Child care facilities
  • Government buildings and courthouses
  • Police stations and correctional facilities
  • Polling places during elections
  • Public transportation vehicles and facilities
  • Airports and secured areas
  • Healthcare facilities
  • Bars and establishments primarily serving alcohol
  • Entertainment venues and stadiums
  • Public gatherings requiring a permit
  • Zoos and certain public parks
  • Casinos and casino properties (Atlantic City specific)
  • Private property unless expressly permitted
  • Film production sets (recent addition in statute)
  • Public libraries

Restrictions may change based on court rulings and NJ State Police legislation. Always verify current regulations before carrying.

Private Property Default Rule

Under current New Jersey statute (N.J.S.A. 2C:58-4.6), firearms are generally prohibited on private property unless the property owner provides express permission. Portions of this provision have been subject to ongoing federal court litigation.
Property owners may:

  • Post signage prohibiting firearms
  • Provide written or verbal notice
  • Require express consent to carry

Failure to comply may result in criminal trespass charges.

Carrying in a Vehicle

A valid NJ Permit to Carry authorizes a permit holder to carry a handgun on their person, including while inside a vehicle, except when entering statutorily prohibited locations.
If a firearm is left unattended in a vehicle, or if the permit holder enters a restricted location, transport and storage requirements under N.J.S.A. 2C:39-6 and 2C:39-6g may apply.

  • Secure firearms when entering prohibited areas
  • Follow locked container requirements when applicable
  • Avoid unnecessary handling in vehicles

Court Challenges & Ongoing Legal Changes

Several provisions of New Jersey’s carry restrictions have been challenged in federal court following the Bruen decision. Enforcement standards and definitions of sensitive places may change depending on appellate rulings.
